The building site is located in Freiburg's city centre at the intersection of two busy streets and within sight of the city theatre, the old college building with its tower and the old university with the university church. The spatial programme included a foyer, which was also to be the entrance hall, break room and exhibition hall, auditoriums, rooms for the Faculty of Philosophy and the Faculty of Law and Political Science, for student facilities and a restaurant.

In order to avoid unnecessarily restricting the pedestrian connections in the city centre, the two new faculty buildings are placed on supports. Together with the old college building, they surround the cylindrically shaped auditorium and foyer building. The central entrance hall on the ground floor of this building provides access not only to the three large auditoriums but also to the faculty buildings. The auditoriums are located in a plate-shaped shell and are accessible from the edge of this shell, a circumferential gallery, which is connected to the faculty buildings and to the foyer via single-flight staircases. The outer skin of the building was to be fully glazed.
